Staff: Professional leadership on a full-time basis and adequate staffing or close cooperation with the Hessian Specialist Office in cases of volunteer work and/or non-professional leadership.
Opening Hours: Consistent and user-oriented (at least 15 hours per week).
Media Budget: At least €0.50 per resident.

Mobile libraries that primarily serve to supply smaller municipalities or districts in counties and major cities.

Promotion of collaboration and networking among several libraries in a region for literature supply.
Maintenance of contact and collaboration with institutional libraries (e.g., school libraries, company libraries) and other institutions (e.g., schools, adult education centers, etc.).
Introduction of digital offerings (e.g., online borrowing) and new technical procedures (e.g., Wi-Fi).
Language and reading promotion as well as other competence-enhancing measures (language competence, information competence, media competence, etc.).
Projects in rural areas focusing on intergenerational, integrative, and networking approaches while considering the criteria mentioned above.
Improvement of technical infrastructure for utilizing external resources and disseminating one's own digital offerings.
